Approved Document C (Site preparation and resistance to contaminants and moisture) and Approved Document F (Ventilation) are particularly relevant. They require that buildings are constructed to resist the passage of moisture from the ground, rain, and condensation, and that indoor air quality is maintained through effective ventilation.

Key Requirements for Moisture Control

The regulations include a range of technical requirements designed to prevent damp and mould. Among the most important are:

  • Protection against external moisture: Foundations, walls, and roofs must be designed and built to prevent rainwater and groundwater from penetrating the structure. This includes the use of damp-proof courses, membranes, and proper drainage systems.
  • Control of internal moisture: Buildings must be ventilated to remove excess humidity generated by everyday activities such as cooking, bathing, and drying clothes. Mechanical extract fans in kitchens and bathrooms, as well as background ventilation, are essential.
  • Avoidance of condensation: The design must minimise cold bridges and ensure that insulation and vapour barriers are correctly positioned. This helps prevent condensation forming on cold surfaces, which can lead to mould growth.
  • Air tightness and ventilation balance: Modern buildings are required to be energy efficient and airtight, but this must be balanced with sufficient ventilation. Air pressure testing and commissioning of ventilation systems are part of the compliance process.

These measures are not just technical details—they are vital for protecting both the building and the health of its occupants.

Building control bodies, whether local authority or approved inspectors, check that the work meets the required standards through plan assessments and site inspections.

Proper documentation, including design details, test results, and commissioning certificates, is essential to demonstrate compliance. Failure to meet the regulations can result in enforcement action, costly remedial work, or even legal penalties.

Maintenance and Occupant Awareness

Even a well-constructed building can develop damp problems if it is not properly maintained. Gutters and downpipes must be kept clear, roofs and pointing repaired promptly, and ventilation systems serviced regularly. For homeowners and tenants, everyday habits also matter: ensuring adequate ventilation, avoiding drying clothes indoors without extraction, and reporting leaks early can make a significant difference.

While building regulations focus on design and construction, their principles extend into the life of the building. Preventing damp and mould is an ongoing responsibility shared by owners, landlords, and occupants alike.
